Steven Lerner

Steven was recognized for his leadership over the 
past decade in strengthening healthcare 
emergency preparedness across Seminole County 
and Central Florida, including pioneering the first in 
the country annual healthcare summit, partnering 
with CFDMC to implement quarterly healthcare 
drills, and for working with the Florida Department 
of Health and the Agency for Healthcare 
Administration to strengthen criteria for healthcare 
comprehensive emergency management plans. 
Over the past year, Steven launched a regional 
cybersecurity collaborative aimed at protecting 
government and critical healthcare infrastructure 
from emerging cyber threats. This forward-thinking 
initiative demonstrates his ability to anticipate 
evolving challenges and create solutions that 
extend well beyond Seminole County. Steven 
exemplifies the qualities of a true coalition leader: 
visionary, collaborative, and dedicated to 
safeguarding both healthcare providers and the 
communities they serve

Erin Hicks

Erin Hicks was recognized for saving the day in the 2025 Region 5 mass casualty exercise. Erin has served on a variety of Coalition committees, including the planning team for the 2025 exercise. Three days before the exercise, we learned that the moulage vendor failed to order supplies in time to package and ship these to the exercise sites to arrive before the exercise. Erin volunteered to pick up and deliver the supplies to all hospitals in Orange, Osceola, Lake and Brevard Counties, allowing the vendor time to package and deliver supplies to the other hospitals. Erin sacrificed two full days before the exercise to deliver the moulage supplies. Without her support, we would have had to cancel the moulage, which would have had a 
negative impact on the clinical staff participating in the exercise, and also on the satisfaction of the students who play victim volunteers.
